The applicant, WRY Tenant LLC, is seeking a series of land use actions, including a Zoning Text Amendment, a Zoning Authorization, special permits, a revocable consent, a City Map Amendment, and a modification of the previously-approved Declaration of Restrictions for Subdistrict F of the Special Hudson Yards District (collectively, the “Proposed Actions”) that would facilitate the redevelopment of the Development Site (Manhattan Block 675, Lots 1 and 2) with new mixed-use buildings containing residential, commercial, and community facility space, including a gaming facility and hotel resort complex, as well as new public open space (the “Proposed Project”). The Development Site is bounded by West 30th Street to the south, West 33rd Street to the north, Eleventh Avenue to the east, and Twelfth Avenue to the west, and is located in a C6-4 zoning district and is designated as Subdistrict F of the Special Hudson Yards District. The current primary use of the Development Site, which is known as Western Rail Yard, is as a Long Island Rail Road (LIRR) train yard with capacity for 386 train cars on 30 tracks. The Development Site also contains other LIRR facilities that support daily LIRR operations, including a railroad-interior cleaning facility, storage, and buildings that house other operational functions.
